Previously unemployed person with history of unemployment insurance registration, or newly unemployed person with no history of unemployment insurance registration who is currently seeking a job.

- Person can apply for an account without conducting re-employment activities up to 2 times or more.

The supporting financial limit amounts to 3 million KRW.
Candidates for the employment success package include: North Korean defectors, marriage immigrants, youth at risk, national basic living security beneficiaries, and members of low-income households.
- Personal expense exemption: Beneficiary of national basic living security, participant of employment success package project.

Visit the local job center of the local district and receive counseling to be eligible for training.
After applying, It takes a minimum of 2 weeks to receive the account card.

Foreigners who wish to work as a medical coordinator (Russia, Middle East, China, Mongolia, Vietnam, Japan, etc.) must qualify for one or more of the requirements below:
- Medical personnel and healthcare-related professional experience (pharmacist, nurse's aide, coordinator, etc.)
- Passed Level 3, 4 or higher in the Korean language proficiency test (TOPIK)
- Bachelor's degree or higher from a Korean university (regardless of major)
- Resided in Korea for 3 years or longer
